Students won't get notifications for submissions collected offline

In this release, students won't see overdue notifications for Ultra Assessments that use the Collect Submissions Offline setting. Because Learn relies on instructors to create the submissions for offline assessments, students were sometimes notified an assessment was overdue even if they turned it in on time. Now, these notifications won't appear.
